Philippe De Clerck, MPT, MBA – Chief Executive Officer
Meet Philippe De Clerck
Philippe De Clerck (CEO) has over 25 years of experience in delivering and managing health and employment services varying in size and scope.
Philippe holds an advanced degree in Physical Therapy from Ghent University and an Executive MBA degree from Athabasca University. He has been a Registered Physical Therapist in British Columbia since 1992, and is a member of the British Columbia and Canadian Physiotherapy Associations.
Philippe has been part of Back in Motion’s Executive Team for over 20 years. Before becoming the CEO in 2019, he was the VP of Operations for 7 years and, before that, the Director of Rehabilitation Services for 12 years. As the CEO, Philippe ensures implementation of the organization’s vision and leads the development of its short- and long-term strategy. He also communicates with the company’s different stakeholders.
Outside of work, Philippe enjoys spending time with his family, being in nature and traveling. He is also a voracious reader.
A fun fact about Philippe: he completed the Hawaii Ironman on two occasions.
Dave Bernard, BScPT – Senior VP Operations, Health Services
Meet Dave Bernard
Dave has over 17 years of experience in the allied health and rehabilitation industry. He completed an Honours degree in Psychology from the University of Victoria in 1993 and a Bachelor of Physical Therapy in Rehabilitation Medicine from University of British Columbia in 2002.
Dave became a member of the Executive Team in 2008, and has played a key role in the strategic growth of the health services division, including the geographic expansion of Back in Motion’s Health Centres and the acquisition and expansion of Legacies Health Centres.
His current role includes strategic planning and execution, policy development, business to business relations, and operational oversight of the Health Services division including third party payer rehabilitation programs and direct-to-consumer private pay health services.
Dave’s passions include coaching his two daughters with soccer, RVing when given the chance, and the occasional home project!
Tracy Dignum, BScPT, MEd, MSc – Consultant
Meet Tracy Dignum
Tracy completed her physical therapy degree at Queen’s in 1991 and has worked clinically as a physiotherapist in public and private practice for over 30 years in Ontario and British Columbia.
Tracy has been an Instructor and Program Coordinator of Capilano University’s Rehabilitation Assistant Program in BC since 2003. She completed her Master of Education in adult learning from Memorial University and her Master of Science in rehabilitation science from UBC, where she conducted a clinical trial combining exercise and meditation in older adults with strokes. Tracy is also a part-time practice advisor for the College of Physical Therapists of BC and she is a member of the Joint Accreditation Committee overseeing accreditation of OTA/PTA educational programs in Canada.
Tracy started her journey with Back in Motion in 2020 in a consultant educator role. Her main interests are educating clients to optimize health outcomes and working with Physiotherapists and Physiotherapy Assistants to establish and support best practices.
Offie Lastimoza, BPsych, CDP – Strategist Recruitment & Retention
Meet Offie Lastimoza
Offie started her career in Manila, Philippines as an Executive Recruitment Consultant, where she worked with local and multinational organizations for 13 years. In 2002, Offie relocated to BC with her family. She now has over 20 years of experience in human resources management across many industries, including healthcare and long-term care, food production, and transportation/logistics. Her areas of specialization are in talent acquisition for some of the most challenging positions, both locally and internationally. Offie enjoys providing strategic insights in the areas of hiring, retention, continuous improvement, and innovation.
Offie has a degree in Psychology and certification as a Career Development Practitioner. In her spare time, she enjoys acrylic and water colour painting, home renovation, walking her dog, and spending time with family and friends.

Rohini Telang, BScPT MBA – Director, LTC Rehabilitation Services
Meet Rohini Telang
Rohini completed her Physiotherapy degree in 2002 at Curtin University, Western Australia and has worked as a Physiotherapist in private practice, LTC and home care. 12 years ago she made the transition from clinical into management, working with allied health staff across a variety of healthcare sectors. With a strong foundation in rehabilitation practices and a passion for team leadership, Rohini aims to implement innovative strategies that foster collaboration among healthcare professionals. To support this, Rohini has obtained her Six Sigma Green Belt in Healthcare, certificate in Project Management and most recently, completed her MBA.
Rohini joined BiM Health Services in February of 2025 as the Director for LTC Rehabilitation Services in Ontario, with the goal of working with rehab teams to provide excellent care to seniors in the province.
